"/etc/openoffice/dictionary.lst" is not used at all in OpenOffice.org >=3. No need to try getting that file or recreating it in that case, is useless and will be removed. "/etc/openoffice/dictionary.lst" is only needed if you are using OpenOffice.org <3. Remember, otherwise it will be removed.
